Good thought exercise about what homeland security actually is. When a term means, and encompasses, everything, it is said to approach vacuity. In our world, things are defined by what they /aren't/, so if homeland security is everything, then homeland security is nothing (or worse, just another layer of bureaucracy).
An interesting article in CQ last week. The title doesn't do justice to all of the recommendations contained within. Aside from the "internationalization" bit, it talks about better utilization of law enforcement, better bio-forensics, considering loosening bioweapons lab regulations after an attack (to help with surging staff), and better lab funding.
