The rationale? Widespread infection, lack of "out-of-season" outbreaks. It's not mentioned in this statement, but the idea is that pH1N1 is now endemic (read: no longer novel, which is a key definition of a pandemic). WHO still warns that the risk groups are different than in previous years and outreach should focus on younger folks.
